Economic assessment of the specified wildlife wanagement plan for sika deer in Hokkaido

The sika deer (Cervus nippon) populations in Hokkaido had once decreased sharply because of heavy snow and overexploitation. As a result of the conservation, the deer abundance and distribution recovered. In recent years, the irruption of deer has seriously caused agricultural and forestry damages. The Hokkaido Government conducts a feedback management of deer populations. The government is expected to achieve outcomes with the limited cost for management. Economic effects of the management dictate consensus-building among stakeholders. To implement wildlife management properly, we need to consider not only ecological knowledge but also economic efficiency. However the native species of excessively growing population have little been assessed in terms of economic effects. Our objective is to propose an economically appropriate management for sika deer in Hokkaido. The abundance, the growth rate and the damage situation are different between eastern and western populations. We try to construct an economic model with the effect of deer-proof fences and a population dynamics model with migration between regions to discuss the appropriate management.
